Procurement Manager

Qioptiq Photonics Limited (an Excelitas Technologies Company) is a leading global supplier of opto-electronics and photonic products present in a variety of markets from medical and biotechnology to semiconductor and industrial markets, based in Hamble, Hampshire.

The Procurement Manager should be an effective team manager with outstanding negotiation skills. Motivational leadership acumen and history of developing high performance teams.

Main Responsibilities

Team Management

  • Manage and lead the team; ensuring adequate staffing levels, recruitment, development and performance to maximise team productivity
  • Set department objectives/KPIs and review and assess ongoing performance of direct reports
  • Responsible for achieving budget and forecast on department spend and savings
  • Responsible for overseeing all strategic, technical and operational purchasing strategic management

Procurement Strategy & Control

  • Ensure pro-active supply chain participation in product development projects, ensuring supplier selection, delivery of technical and cost requirements to specification
  • Working with the local and global purchasing, operations and engineering teams to provide necessary technical input to strategic purchasing discussions.
  • Ensure Long Term Agreements and contracts are placed for series production parts.
  • Work with customers on specified suppliers and other supply chain activity.
  • Use Materials Requirement Planning (MRP) system and ensure team pro-actively work with Production Planning to identify materials required and then ensure that these are ordered and delivered on-time.
  • Ensure team create accurate RQF’s, Purchase Orders and all other processes as per procedures.

Supplier Account Management & Development

  • Supplier Quality - control rejects, returns and ensure corrective action is put in place to eliminate recurrence.
  • Supplier Quality Management - audit suppliers with QA and produce minutes of supplier meetings. Manage qualification of suppliers to regulatory and customer requirements where needed.
  • Risk Mitigation - Identify new and alternate suppliers to ensure business needs are met and build a resilient supplier portfolio.

Essential Skills, Qualifications and Experience:

  • Experience in a procurement management position in a manufacturing environment
  • Bachelor’s degree in business or engineering discipline
  • CIPS qualified or equivalent experience
  • Experienced motivational leader
  • Experience purchasing of various commodities across NPI, indirect and series production.
  • Knowledge and experience of utilizing SAP MRP system
  • Strategic thinking – develops strategies to achieve goals
  • Proven negotiation and contract management skills.
  • Ability to analyse data, compile reports and present effectively
  • Experience in management of supply chain risk & creation of opportunity.
